Clear the import requirements before releasing the cable
For an Ecuador project, a cable quotation and permission to import the specified product are separate decisions. Confirm the Ecuadorian consignee, the exact cable construction and the customs requirements before arranging pickup in the United States. This guide focuses on the decisions that affect a commercial reel or pallet shipment—not a personal-shopping parcel.

RUC, electronic signature and ECUAPASS
SENAE's importer guidance identifies the RUC, an electronic-signature certificate and registration in ECUAPASS as the preparatory steps. Confirm that the importing entity's registration is approved and that its customs representative can act for it. The company receiving an invoice should be coordinated with the entity declaring the goods.
Before collection, send the broker a draft commercial invoice, packing information, the transport plan and manufacturer datasheet. Ask which documents must accompany the Declaración Aduanera de Importación (DAI), and which approvals must be ready before shipment. Keep cable part numbers, quantities and units consistent between the quotation, invoice and packing list.
Check INEN scope by product, not by the word “cable”
The INEN recognition procedure through VUE applies to products covered by Ecuadorian technical regulations; its supporting evidence depends on the applicable regulation. Ask the broker to confirm the scope for the proposed cable and the acceptable evidence. A supplier's datasheet, a manufacturer conformity certificate and an INEN recognition document serve different purposes. Do not promise one as a replacement for another.
For an alternative part, obtain the project engineer's written acceptance before ordering a cut length. Compare conductor size and stranding, insulation and jacket, shielding, voltage, temperature, installation listing and termination compatibility. A higher voltage printed on a datasheet does not by itself establish that the replacement is suitable for the intended circuit or installation.
Tariff treatment: check the actual import date
Use SENAE's National Tariff information service to check the complete classification, restrictions and applicable taxes. The broker needs to know whether the item is insulated copper cable, fiber-optic cable or a connector-fitted assembly; a generic description can conceal relevant differences. Request a landed-cost estimate showing customs charges separately from freight and destination handling.
USTR announced the signing of a U.S.–Ecuador reciprocal trade agreement on March 13, 2026. A signing announcement is not a shipment-specific duty calculation. Have the broker verify implementation, applicable tariff treatment and origin evidence for the entry date, including any relevant changes to conformity procedures. Buying from U.S. stock does not establish U.S. origin.
Guayaquil and Posorja: name the terminal
Posorja is a separate deepwater port development southwest of Guayaquil. A quotation that says only “Guayaquil” does not tell you which terminal charges or inland pickup arrangements are included. Ask the forwarder for the booked terminal, unloading point and final delivery address.
- Delivery within Guayas: compare terminal release and local trucking as part of the complete freight offer.
- Quito, Cuenca or an inland project: obtain a separate inland leg with reel dimensions, gross weight and unloading equipment specified.
- Manta or Puerto Bolívar: ask whether the proposed sailing and terminal accept the particular container, pallet or reel shipment; the existence of a port code does not confirm a service.
- Air shipment: ask for an airport-based quotation. Quito's Mariscal Sucre and Guayaquil's José Joaquín de Olmedo are airports, not entries to substitute in a maritime Schedule K table.

Planning reference from CBP Appendix F, February 2022 (archived copy), not a current operational list. Before filing, have the forwarder confirm the actual port and current code against CBP Schedule K. An “other ports” entry is not a substitute for identifying a known terminal.
The Census AES instructions use Schedule K for the foreign port of unlading on vessel shipments. It is neither the tariff classification nor the U.S. port-of-export code. The authorized filer determines whether EEI is required and which data apply to the transport mode.
Posorja is not separately identified in the archived selection above. Have the AES filer verify its current entry or permitted mapping; do not automatically assign the Guayaquil code.
Miami forwarding is an option, not a requirement
A buyer-appointed forwarder can consolidate cable in Miami, but a virtual mailbox is not a general prerequisite for importing cable. Confirm whether the quotation ends at the U.S. forwarder, an Ecuador terminal or the delivery address. Name the agreed delivery point and allocate export filing, international freight, insurance, clearance and local charges in writing. A domestic freight allowance does not automatically cover the Ecuador leg.
Send a quote package that can be cleared and delivered
Request a cable quotation from Ramcorp with the manufacturer part number or specification, total length, uninterrupted reel lengths, destination city, consignee and broker's document requirements. State whether an alternative is acceptable and identify any certificates needed with the order.
