Resolve the Japanese specification before ordering
A replacement cable for a factory in Aichi, building wiring for Tokyo and an industrial Ethernet cable for Osaka raise different approval questions. Start with the Japanese buyer’s intended installation and exact part number, not simply a request for “equivalent American cable.” The first decision is whether the cable falls within Japan’s electrical-product safety rules; the second is whether the project accepts that particular construction.
PSE: establish coverage and the responsible importer
Japan’s Electrical Appliances and Materials Safety Act, administered by METI, covers designated electrical products, including categories of wires and cables. It does not make every product sold as a cable subject to the same requirements. Have the Japanese importer or a qualified conformity-assessment body determine coverage from the construction, voltage, use and applicable product category.
For covered products, identify who will perform the notifying-supplier duties, maintain the required evidence and arrange the correct marking before sale. METI’s product-safety procedures distinguish the additional conformity assessment required for specified electrical appliances and materials. Do not print a PSE mark merely because the supplier has a UL report.
The Japan Electrical Safety & Environment Technology Laboratories guide for overseas vendors explains the manufacturer’s cooperation with Japanese importers, including technical evidence and inspection records. For a quoted cable, ask for confirmation that the relevant certificate and testing cover its actual type and production source. A certificate for another cable in the same brand is not adequate evidence.
Questions for the Japanese engineer
- Is the cable going into building wiring, an OEM machine, an industrial control cabinet or a communications network?
- Which JIS, JCS, IEC or purchaser specification, if any, does the contract require? Obtain the exact standard and edition.
- Will the terminals and installation accept the conductor size, strand construction, overall diameter and insulation temperature rating?
- For network cable, confirm shielding, connectors, PoE duty and the required jacket/fire performance; category designation alone does not settle installation acceptance.
Provide both the manufacturer’s original AWG information and metric dimensions when requested. A dimensional conversion is not a finding of electrical equivalence. Ask which drawings, labels or handling instructions the buyer needs in Japanese; this English guide does not replace those project documents.
Build the customs file around the actual goods
Japan Customs lists import-clearance documents including the invoice, transport document, packing list and valuation evidence, with permits or origin documentation where applicable. Match model numbers, reel lengths, net/gross weights, price, freight and insurance to the shipment. Give the broker the manufacturing country, not just the U.S. dispatch address.
The import procedure includes declaration, examination where required and payment of applicable duties and taxes before permission. Japan uses nine-digit statistical commodity codes; the U.S. export classification is not automatically the complete Japanese import code. Ask the broker to calculate the current tariff and consumption-tax treatment for the exact item and origin. Buying from a U.S. distributor does not establish preferential origin.
Choose a gateway for the receiving region
Discuss Tokyo or Yokohama for the Kanto destination, Nagoya for an Aichi/Chubu plant, and Kobe or Osaka for Kansai. These are routing comparisons, not promises of a particular sailing. The Nagoya Port Authority profile is a useful starting point for that industrial region. Ask the forwarder to compare terminal handling, inland delivery, reel-lifting arrangements and the consignee’s receiving window.
Record the named commercial port on the booking. A regional term such as Keihin or Hanshin does not by itself identify the exact discharge terminal. Commercial Yokohama and military-specific entries are not interchangeable. For urgent air shipments, use the air itinerary and applicable filing fields, not a seaport code selected because it is near the customer.

Planning reference from CBP Appendix F, February 2022 (archived copy), not a current operational list. Before filing, have the forwarder confirm the actual port and current code against CBP Schedule K. An “other ports” entry is not a substitute for identifying a known terminal.
The Census AES instructions use Schedule K for the foreign port of unlading on vessel shipments. It is neither the tariff classification nor the U.S. port-of-export code. The authorized filer determines whether EEI is required and which data apply to the transport mode.
