Is the cable staying in Singapore or moving onward?
A cable order for a Singapore facility is different from stock held for a regional distributor or a shipment passing through to another country. Tell Ramcorp and the forwarder the ultimate destination at quotation stage. This determines which delivery costs to compare, who handles the import declaration and which downstream approvals need to be checked. A Singapore delivery address alone does not identify the final end user.
Set up the importer and TradeNet declaration
Singapore Customs requires relevant declaring entities to obtain a Unique Entity Number and activate their Customs Account. Once activated, the importer may appoint a Declaring Agent or follow the registration requirements to file its own permits. Import permits are submitted through TradeNet; a freight booking is not a customs permit.
Give the declaring agent the commercial invoice, packing details, transport information, actual manufacturing origin and full product description. Separate bulk cable, connectorized assemblies and any active equipment on the invoice. Have the agent check the applicable HS classification, competent-authority controls and permit conditions before dispatch, including any exception that genuinely applies to the shipment.
Non-dutiable does not mean no import GST
Under the Singapore Customs import overview, goods outside the specified dutiable categories are generally subject to GST rather than customs duty. Ordinary cable is not one of those dutiable categories, but the importer must confirm the classification and GST treatment of the complete shipment. Budget using the customs valuation basis, including applicable freight and insurance; do not treat the merchandise price as the entire landed cost.
Customs explains that taxes can be suspended while goods remain in a Free Trade Zone or qualifying licensed premises, whereas release into local circulation normally triggers the applicable payment. Storage pending re-export is not the same as unrestricted domestic delivery. Any relief, deferment or suspension scheme needs its own eligibility and procedures confirmed.
Bulk cable and a finished electrical accessory are different products
The Consumer Product Safety Office’s Controlled Goods list includes defined mains plugs and portable socket-outlets, including certain portable cable reels. A drum of installation cable is not automatically the same product as a household extension reel with sockets. Conversely, adding a plug or socket assembly can change the compliance review. Check the actual finished product against the list and obtain any required registration and SAFETY Mark evidence before supply.
For installation work, the Energy Market Authority identifies SS 638 as the code of practice for electrical installations. Have the project’s appropriately licensed electrical worker or engineer approve the cable selection. UL marking or a manufacturer’s U.S. flame designation does not by itself establish compliance with the Singapore installation specification.
- For a building project, obtain the required conductor identification, cable construction, fire-performance test and installation conditions.
- For data-centre or network work, confirm the buyer’s category, shielding, PoE, connector and jacket requirements. Do not substitute “LSZH” for the exact required test evidence.
- For an industrial or marine job, identify the purchaser’s environmental, oil-resistance, hazardous-area or class requirements before proposing an alternative.
Book a terminal, not just “Singapore port”
PSA’s port information identifies container facilities including Pasir Panjang and Tuas. The carrier determines the actual terminal for the booked service. Give the haulier the confirmed release location and delivery address, and agree who supplies unloading equipment for heavy reels. Do not assume a terminal transition means every service already calls at Tuas.
The named island facilities below are Schedule K reference entries, not recommendations for ordinary containerized cable. Do not select Pulau Bukom or Sebarok simply because a project is in Singapore. For an onward movement to Malaysia or elsewhere, request an itinerary showing the sea discharge and subsequent transport separately.

The Census AES instructions use Schedule K for the foreign port of unlading on vessel shipments. It is neither the tariff classification nor the U.S. port-of-export code. The authorized filer determines whether EEI is required and which data apply to the transport mode.
Re-export screening and the quotation
Singapore’s strategic-goods controls cover specified exports, transhipments and transit, with catch-all provisions for prohibited uses. U.S. export/re-export obligations also need review for the actual item and transaction. Routing through Singapore does not remove restricted-party or end-use controls.
Send Ramcorp a quotation request with the approved part number, lengths per reel, quantity, local importer, ultimate consignee, application, delivery postcode and any onward destination. Ask for confirmation of available manufacturer evidence and a quote that identifies freight, local handling and import responsibilities separately.
