Identify the Surinamese importer and the actual project destination
For cable purchases serving Paramaribo, a western-district installation or an inland project, establish the importing company and final receiving location first. Ask the broker to review the product description and intended use while the cable is still being quoted. This lets the buyer address trade formalities, product requirements and delivery constraints before material is committed to the export shipment.
IUD licensing and customs declaration are different steps
The government’s IUD department administers import, export and transit licensing. Its guidance refers to H-03 for import/export licences. Ask the importer whether the exact cable requires a licence, another specific procedure or ordinary treatment; the existence of H-03 does not establish a blanket cable-licensing requirement.
The IUD information leaflet distinguishes categories of restricted and freely traded goods and describes SESW electronic applications alongside manual processes. Confirm the current submission channel and registration requirements with IUD. Do not copy permit documents for medicines, chemicals or agricultural goods into a cable shipment’s checklist without a product-specific reason.
Suriname Customs provides ASYCUDA World for customs services, including document tracking and tariff resources. Have the broker coordinate the customs declaration with any IUD approval. An approval in one process is not, on its own, the completed release of the cargo.
Prepare documents the local broker can reconcile
Use a commercial invoice and packing list that identify each manufacturer part number, construction, quantity, unit, value, origin and reel. Provide the appropriate transport document and separately identified freight or insurance information. If the purchase order uses meters and the quotation uses feet, agree the quantities and conversion before invoicing.
Ask the broker to confirm the full tariff classification, applicable import duty, VAT/BTW and other charges. State the invoice currency and ask how customs valuation and local payments will be calculated. Do not reuse an expired ICT or project incentive, or assume a networking cable receives the same treatment as an entire piece of communications equipment. Any benefit needs a current basis applicable to the goods.
Distinguish mandatory rules from a standards catalogue entry
The Suriname Standards Bureau catalogue, updated July 2025, identifies both mandatory and voluntary standards, including electrical-installation references. Therefore, a standard appearing in the catalogue is not by itself proof of a compulsory import certificate. Confirm the applicable regulation, labeling requirements and project specifications with the SSB and the responsible engineer.
Provide datasheets and the relevant approval evidence before proposing a substitute. Ask which document language the importer, regulator and project reviewer will accept, and arrange any required Dutch information in advance. A website translation is not a substitute for product labeling or approved technical documentation.
Paramaribo, Nieuw Nickerie and inland handling
NV Havenbeheer Suriname identifies its managed facilities as the Dr. Jules Sedney Port of Paramaribo and the general port at Nieuw Nickerie. Ask the carrier which terminal and service can handle your consignment. A historical port-code entry does not establish current container service, terminal access or suitability for cable reels.
Compare the complete route to the jobsite, including any truck or river transfer, temporary storage and unloading. A quotation to Paramaribo does not automatically cover a western or interior destination. Confirm reel weights and dimensions with each handler and agree how the manufacturer’s identification and packing will be protected across transfers.

The Census AES instructions use Schedule K for the foreign port of unlading on vessel shipments. It is neither the tariff classification nor the U.S. port-of-export code. The authorized filer determines whether EEI is required and which data apply to the transport mode.
