Check cable licensing before committing the shipment
For a Paraguayan cable purchase, product approval and the route into this landlocked market should be settled together. A good freight quote cannot resolve a missing licensing document. Start with the exact construction and manufacturer part number, the importing company and whether the cable is for resale or a specific installation.
MIC requirements are specific to cable imports
The Ministry of Industry and Commerce’s cable-import licence procedure addresses NCM 8544 cables for commercialization under Resolution 803/2018. It lists cable-importer registration, tax compliance, a proforma invoice and evidence from an ONA-accredited product-certification body. Depending on scope, that evidence can be conformity certification, a determination of non-coverage or documentation for certification testing. Confirm which route applies to the exact product; a supplier’s datasheet is not the same document.
Before ordering, ask the importer to obtain a written document checklist tied to the proposed part number. If a cable is described as outside the regulation’s scope, ask who must establish that status. Do not treat “industrial use” or “network cable” as a self-declared exemption. Resolve any proposed substitution before it appears on the final invoice.
The government’s cable-registration requirements form also distinguishes importers, manufacturers and other commercial roles. Have the local company check the current application and its supporting business records. Confirm validity dates against the planned shipment instead of applying for time-limited documents without a booking plan.
DNIT registration and VUI serve different purposes
The DNIT PVAA page provides habitual-importer registration and validity checks. DNIT’s 2025 registration update introduced digital importer and broker processes through Marangatu. Verify the current registration rather than relying solely on an old customs certificate.
The Ventanilla Única del Importador supports agency procedures; customs declaration and cargo release still need coordination with the despachante. Reconcile the commercial invoice, packing list, transport document and applicable approvals by part number, units, weight and value. Ask for the confirmed NCM classification and a breakdown of taxes and local costs.
Name the river terminal, not simply “Asunción”
Paraguay has river ports but no ocean coastline. The National Navigation and Ports Administration identifies its facilities, including Villeta, and publishes a hydrometeorological bulletin. Ask the forwarder about the intended river service, current operating conditions and final terminal. An Asunción-area delivery address does not identify where a container will be discharged.
Compare an ocean-to-river connection with any proposed land-transit alternative using the full delivered cost. Identify transshipment points, customs-transit responsibility, storage, possible river surcharges, container return and last-mile trucking. For a project near Ciudad del Este or another inland destination, a lower ocean rate can be offset by additional inland handling; request comparable written quotes.

The Census AES instructions use Schedule K for the foreign port of unlading on vessel shipments. It is neither the tariff classification nor the U.S. port-of-export code. The authorized filer determines whether EEI is required and which data apply to the transport mode.
The shared 35300 entries do not make Villeta and San Antonio the same place. Identify the actual terminal before assigning a code. Under 15 CFR 30.6, the foreign port of unlading can be outside the ultimate-destination country. Where an export vessel discharges at an intermediate foreign port for onward transport, give the authorized filer the complete itinerary; do not select a Paraguayan code merely from the buyer’s address.
Protect the approved specification through delivery
Use the relevant INTN certification resources and the project reviewer to confirm the technical evidence needed. Keep each reel identifiable throughout transshipment and avoid cutting lengths before the installer approves the schedule. State any documentation and marking requirements in the purchase request.
